Traffic and parking controls have a direct impact on road users. Auckland Transport's decision-making process seeks to ensure the most appropriate controls and restrictions are put in place and can be legally enforced.

Robust decision-making process

Auckland Transport (AT) is required to contribute to an effective, efficient and safe Auckland land transport system. Traffic and parking controls play a significant role in trying to achieve this, but they are not effective unless put in place using a legally robust, enforceable decision-making process. AT bylaws allow the establishment of certain traffic and parking controls by way of resolutions passed under the bylaws (this power is delegated to the Traffic Control Committee as resolutions must be made by a group decision).

AT also has the power under the Local Government Act 1974 and Land Transport Act 1998 to approve a range of other traffic controls. The Traffic Control Committee is delegated the power to pass resolutions for these controls. The Traffic Operations Manager has also been delegated the power to approve these types of controls in situations where a project does not involve any of the bylaw powers.

The reports used in the decision-making process (either TCC resolutions or Traffic Operations Manager reports) ensure that the decision maker can consider the relevant information before making these formal decisions. Legalising the restrictions and controls ensures that they can be enforced by AT and the NZ Police.

TCC resolutions

  • Used if any of the controls are covered by bylaws.
  • Passed by the Traffic Control Committee (TCC).

Traffic Operations Manager approvals

  • Used if none of the controls is covered by bylaws.
  • Approved by the Traffic Operations Manager.

All changes to parking and traffic controls must be approved on a case-by-case basis, using AT's formal decision-making process. Proposed changes must have the support of an AT officer to facilitate the process, whether they are associated with a private development or as part of a project initiated by AT or Auckland Council.

Report documents

The report sets out the formal recommendations (linked to a plan) to be decided on by the TCC or Traffic Operations Manager for the restrictions, controls, and physical devices to be installed on the AT roading system.

The report explains the strategic context, background and location information, identified issues, alternatives considered, and outcome of consultation on the proposals. It also contains the analysis and advice of subject matter experts for the decision makers' consideration.

This report can be used when a proposal for non-regulatory signs and markings is being made separately from a broader project which includes controls or restrictions covered by one of the reports listed above.


Report deadlines 

The Traffic Control Committee meets regularly to consider traffic and parking control reports. To ensure your report is considered by the TCC, it must first be reviewed and signed off by various AT officers by way of a digital review process. This process is designed to take 2 weeks and it must be commenced by the AT officer of record for the report. The TCC secretary is alerted when the review process is complete and if this happens before the deadline it will be included in the next TCC agenda.

The agenda closing dates for the TCC meetings in 2024 and 2025 are:
