Vehicle infringements are issued for offences related to vehicle condition, parking, and the use of bus and transit lanes.
Without parking and road rules our streets would be chaotic as people clog bus lanes or park wherever they want for as long as they want. Rules, fines and infringements are tools used in most cities to help moderate motorist behaviour, reduce traffic congestion and assist in the sharing of parking spaces.
The rules for road use and parking are mostly made at a national level, with some specific rules made for local conditions. The amount for fines is set at a national level.
Auckland Transport's Parking Officers are legally warranted to provide enforcement services for the rules that apply throughout Auckland.
Vehicle ownership
When a vehicle is bought and sold, both the buyer and seller are required by law to notify the New Zealand Transport Agency (NZTA) immediately. However, there are times when a vehicle changes ownership and the seller of the vehicle completes their section of the paperwork but the buyer does not, leaving the vehicle in the registered ownership of the seller.

If you receive an infringement notice for a vehicle after you had notified NZTA of the sale of the vehicle, you can request to transfer liability of the infringement to the new owner.
Using bus lanes

Zone parking and special event restrictions
Parking zones
Auckland Transport has implemented zone parking areas. Sign placement for zone parking is different from the sign placement for a linear parking restriction.
Zone parking restrictions only require signage at the entry and exit points, to stipulate the zone. Repeater signs are then placed at no more than 200 metres.
This is in accordance with the Land Transport Rule: Traffic Control Devices Amendment 2010 section 12.4(14) and 12.5(3).
Shared zones
It is an offence to stop a motor vehicle within a shared space. This includes where the driver is sitting in the vehicle, the motor is running, the hazard lights are flashing, or the driver is picking up or dropping off a passenger.
The only exception is between 6am and 11am daily, when a vehicle may stop to make a delivery or drop-off, provided it does not stop for longer than 5 minutes.
This is in accordance with the Land Transport Rule: Traffic Control Devices 2004 section 12.5 (3).
All shared spaces only require signage at the entry and exit points, to stipulate the zone. Repeater signs are then placed at no more than 100 metres.
Vehicles must give way to pedestrians, and motorists must drive to the conditions as indicated on the signs.
Special event parking restrictions
Orange and white advisory signs are erected 5 to 10 working days before an event takes place. These display the restriction type, date and times the restriction will apply.
During an event, Auckland Transport puts temporary parking restrictions in place. Temporary signs are erected 12 to 24 hours before the event takes place and removed after the event. In some areas, signs are erected on the day of the event, but any vehicles parked prior to this will be removed by a safety tow with no fee charged.
It is the driver’s responsibility to ensure that their vehicle is parked legally, in accordance with any signs in the area. This includes temporary parking restriction signs.
Towage fee
Auckland Transport may tow vehicles for multiple reasons, including causing obstruction, road safety or public interest. When a Parking Officer calls for a tow truck, the towage fee is incurred as soon as the truck is called, whether or not the vehicle has been lifted or moved.
Schedule 1B of The Land Transport (Offences and Penalties) Regulations 1999: Towage fee – If expenses are incurred by an enforcement authority in respect of the movement or proposed movement under section 113(2)(c) or 128E of the Act of the vehicle involved in the offence (whether or not the vehicle is in fact moved), the infringement fee is the total of the amount specified above in respect of the offence and the amount of the appropriate towage fee (including any goods and services tax payable in respect of the towage fee).

Safety at the school gates policy
Auckland Transport has taken a serious approach to addressing the safety and congestion that often occurs outside school gates. Therefore, enforcement of a zero-tolerance policy on parking infringements outside schools is in place.
It is imperative for motorists to ensure they park in a legal manner to ensure the safety of schoolchildren at all times.
The zero-tolerance approach means that if parents or other motorists park illegally, they will instantly receive an infringement notice. This approach is very successful and is helping reduce the danger to children as well as improve traffic flow around schools at this busy time of day.
Types of vehicle infringements
Unauthorised use of special vehicle lane
- Person drove a vehicle on a road and used a special vehicle lane (eg; bus lane) reserved for a specific class or classes of vehicle other than the one being driven.
- Section 40 of the Land Transport Act 1998 and Rule 2.3(1)(f) of the Land Transport (Road User Rule) 2004.
- $150 - Schedule 1 Land Transport (Offences and Penalties) Regulations 1999.
Current licence label not affixed in prescribed manner
- Person operated a motor vehicle on a road when the current licence issued to the vehicle and appropriate for its use was not affixed to it in the manner prescribed.

Failed to display red marker light on Goods Service Vehicle
- Person left a goods vehicle with a gross vehicle mass over 3500kg or fitted with a tray for carrying goods on a roadway during the hours of darkness without displaying a clearly visible rearward-facing position lamp.

No evidence of inspection - private vehicle
- Person operated a private vehicle on a road when the vehicle was not displaying current evidence of vehicle inspection.
- s.34(1)(b) Land Transport Act 1998.

No evidence of inspection - commercial vehicle
- Person operated a heavy motor vehicle or vehicle used in a transport service on a road when that vehicle was not displaying current evidence of vehicle inspection.

Obscured or indistinguishable registration plate
- Person caused or permitted a vehicle to be on the road when the registration plate was obscured, or rendered or allowed to become not easily distinguishable.

Parked vehicle displayed other than authorised registration plate
- Person parked a motor vehicle on the road when it displayed a registration plate that was not authorised to be affixed to the vehicle under Part 17 of the Land Transport Act 1998.
- Land Transport (Motor Vehicle Registration & Licensing) Regulations 2011, regulation, 85(2)(a).

Registration plates not affixed in prescribed manner
- Person operated a motor vehicle on a road when the registration plates issued to the vehicle were not affixed to it in the manner prescribed by the Land Transport (Motor Vehicle Registration & Licensing) Regulations 2011.
- Land Transport (Motor Vehicle Registration & Licensing) Regulations 2011, regulation 77(2)(b)(i).
- $200 – Schedule 6 Land Transport (Motor Vehicle Registration & Licensing) Regulations 2011.
Operated an unlicensed motor vehicle
- Operated a motor vehicle on a road when it was not licensed in accordance with Part 17 of the Act.
- Land Transport (Motor Vehicle Registration & Licensing) Regulations 2011, regulation 77(2)(a).

Operated vehicle with a damaged tyre
- Operated on a road a vehicle when a tyre fitted to the vehicle had worn or damaged or visible cords apparent by external examination.

Operated vehicle with a smooth tyre
- Operated on a road a motor vehicle with a pneumatic tyre that had a tread pattern less than 1.5mm in depth.

- $150 - Rule 4 and Schedule 1 Land Transport (Offences and Penalties) Regulations 1999.
Left passenger service vehicle unattended in stopping place
- Person left a passenger service vehicle unattended in a stopping area reserved for vehicles of that class.

Parked in a paid parking area for longer than the time paid for – Auckland
- Person failed to remove a vehicle parked in excess of the time paid for.
- Infringements are subject to incremental fines as follows:
- Not more than 30 minutes - $20
- More than 30 minutes but not more than 1 hour - $25
- More than 1 hour but not more than 2 hours - $36
- More than 2 hours but not more than 4 hours - $51
- More than 4 hours but not more than 6 hours - $71
- More than 6 hours - $97

Parked over the time limit
- Person parked a vehicle on a road where the maximum time a vehicle may park there was restricted by a traffic sign.
- Overstaying infringements are subject to incremental fines as follows:
- Not more than 30 minutes - $20.
- More than 30 minutes but not more than 1 hour - $25.
- More than 1 hour but not more than 2 hours - $36.
- More than 2 hours but not more than 4 hours - $51.
- More than 4 hours but not more than 6 hours - $71.
- More than 6 hours - $97.

Angle parked goods vehicle during hours of darkness
- Person left a flat deck goods vehicle angled parked during the hours of darkness.

Double parked
- Person double parked a vehicle.

Inconsiderate parking
- Person stopped, stood or parked a vehicle without reasonable consideration for other road users.

Incorrect angle parking
- Person parked a vehicle otherwise than at the correct angle, where angle parking is required.
- Section 40 of the Land Transport Act 1998 and Rule 6.13 Road User Rule 2004.

Incorrect kerb parking - left side of road
- Person failed to park a vehicle parallel to and in the direction of the roadway, and as close as possible to the left.

Incorrect kerb parking – one-way road

Parked across vehicle entrance
- Person stopped, parked or stood a vehicle on a road so as to obstruct entry to or exit from any driveway.

Parked between fire hydrant and road marking

Parked in an area reserved for disabled persons
- Person stopped, stood or parked a vehicle in a parking area reserved for disabled persons when not entitled to do so.

Parked in an area reserved for hire or reward vehicles
- Person stopped, stood or parked a vehicle in an area reserved for a class of passenger vehicle and indicated by a sign, when that vehicle does not belong to the class indicated.

Parked in a clearway
- Person parked a vehicle on a road contrary to the terms of "clearway" signs erected by the road controlling authority.
