About this project

The Konini School Safer Streets – Ngā Tiriti Ngangahau funded project looks to create a more connected and safer community for tamariki and local people by making active mode and congestion reducing alternatives more attractive and accessible. It will do so through a community-centric design that prioritises the community needs.

The project aims to accomplish:

To work with the community on ways to reduce the number of cars travelling around the neighbourhood at peak times and provide options for children to use active travel modes
To update safety perceptions around active mode use and behaviours (residents, parents and children)
Build trust and a productive working relationship with the school and local community
Engage and collaborate with the local stakeholders to produce a solution that fits their community
Families having more freedom of choice on how their children would like to get to school safely

The project was proposed by the Waitakere Rangers Local Board and funded through the new Ngā Tiriti Ngangahau - The Vibrant Streets Programme.

Potential benefits of Ngā Tiriti Ngangahau Konini

Creating safer streets around Konini School could:

Increase the number of tamariki walking, cycling, and scootering to school
Increase the safety perception for parents and tamariki to encourage the use of local streets, walkways and to enjoy the experience of walking, cycling, and scootering to school
A reduction in the number of car trips to and from the school by the local and wider community and therefore less traffic at the school gate and a reduction in carbon emissions
Engage and collaborate with the local community/stakeholders to produce a solution for their community through the Co-Design process.

Co-exploring, Co-designing and Co-delivering with you

The Konini School Safer Streets project will be delivered through a co-design model that relies on exploring, designing and delivering the agreed semi-permanent infrastructure or activities. It is expected that the Konini Primary Safer Streets project will aim to increase active mode travel for students to and from school and reduce traffic and congestion at the school gate.

The project outputs will be co-designed and co-delivered with community stakeholders who will be able to shape the deliverables by:

crafting the vision for Safer Streets around Konini School
providing input on the preferred timing and programming of activities
identifying any existing local infrastructure to which Safer Streets elements can add value
generating interest and involvement in the project

Nga Tiriti Ngangahau enables us to use a variety of options and can be semi–permanent, permanent or temporary infrastructure, as well as or supporting behaviour-based activities. There is also space to review and make changes as needed for a period until the best possible outcome is reached with the most success. We will document the trial and the processes and make this information available for other communities to use in the future.

This project will take place across five stages:

New road crossing facilities around the School to increase safe crossing opportunities.
Improvements to the Titirangi Badminton carpark to encourage people to use it and reduce congestion at other entry points.
Operational and safety Improvements to school entrances to encourage the use of all entry points and reduce congestion.
Wheels skills and safety training with students.
End of cycling journey facilities and secure storage onsite to encourage cycling/scooting to and from school.
Wayfinding, improvements to walking routes and increased Walking School Bus options to make it safer for children to travel to school independently from parents and free up parents' time.
Incentives/activities encouraging walking, cycling, or scootering to school.
Re-design of pickup and drop off areas outside the school, to make it safer for children who walk and cycle to and from school.

Next steps

Following the completion of the Co-Design phase of the project, we are working on:

Activation Projects being booked in with Konini School

Cycle skills teacher refresher training - and teacher support
Grade One Bike Ready cycle skills training for year 5 and 6 students
Bike Ambassador Student leadership workshop
Scooter skills training

Infrastructure Projects:

Safe walking/cycling routes will be developed from the mapping exercise with students, and then wayfinding signs will be designed
Construction of the two infrastructure projects is planned for early 2024 to be completed in time for Term 1 2024.
We are reconstructing the badminton carpark at Kōwhai Reserve into a park and walk location (details below.)

Konini Park and Walk at Kōwhai Reserve

We are planning to reconstruct the driveway that leads to the Kōwhai Reserve carparking space and implement new line markings. This is to ensure our tamariki’s safety from the time they get dropped off and walk to school.

The planned changes include:

Creating a new carpark driveway.
Creating a new driveway for service vehicles to access the reserve.
Reconstruct the footpath along Withers Road where the new driveways are planned.
Install a new gate into the carpark.
Install rubber wheel stops (or parking stops) to prevent vehicles from exceeding their parking space.
Paint line markings within this carpark which include:
- Angled parking spaces.
- Two mobility spaces.
- Marked pedestrian crossing and walking area.
- No stopping at all times markings.
- Arrows to direct vehicle movement in the car parking space.

The Ngā Tiriti Ngangahau - The Vibrant Streets Programme

Konini Safer Streets Project is part of Auckland Council’s Ngā Tiriti Ngangahau - The Vibrant Streets Programme.

Ngā Tiriti Ngangahau is aligned to Te Tāruke-ā-Tāwhiri: Auckland’s Climate Plan. The plan aims to reduce transport emissions by improving access to active modes (such as cycling or walking) and infrastructure.

In the 2021 to 2031 10-year Budget, Auckland Council allocated $152 million of new spending on climate change initiatives over 10 years.

Ngā Tiriti Ngangahau is a $3 million, 3-year programme covering 7 projects across Auckland. We are delivering this programme as part of this climate action package.
