Project overview

The Glenvar Road and East Coast Road project is designed to improve safety and provide better travel options for all road users. The corridor includes sections of East Coast Road (approximately 1km between Oteha Valley Road and Lonely Track Road) and Glenvar Road (approximately 2.1 km between East Coast Road and Ian Sage Avenue).

Improvements to Glenvar and Eden Rd map

The proposed improvements include 2 signal-controlled intersections, separated cycleways, shared paths, transit lanes and traffic calming measures.

Intersection upgrades
Transit/bus lanes
Cycleways
Safety measures.

Benefits

Transit / bus lanes will allow for faster, more efficient traffic flow.
Intersection upgrades will allow for safer and more efficient traffic flow and improve safety for pedestrians and cyclists.
Raised intersections slow vehicles to help prevent crashes and minimise damage if a crash does occur.
Footpath widening will improve pedestrian accessibility and improve footpath connections.
Cycleways and paths will make the road safer for cyclists.

Funding

Waka Kotahi NZ Transport Agency has allocated $57 million from the Regional Land Transport Plan for this project. We must apply to access these funds at several stages during the process.

Once detailed design is complete, we will apply for additional funding for construction.

Timeline

2018 – AT develops strategic case for improvements
2018 to 2019 – AT develops draft business case for detailed design outlining proposed improvements
November to December 2019 – AT seeks public feedback on the proposed improvements
December 2020 – AT Board approves business case for detailed design
July 2021 – Business case including public feedback is finalised and funding application is submitted to Waka Kotahi NZ Transport Agency
November 2021 – Waka Kotahi NZ Transport Agency approves funding application for pre-implementation (detailed design) phase
February 2022 – Tender period for detailed design contract closes
March 2022 – early 2023 – AECOM develops detailed designs
Early 2023 – Severe weather event on Auckland Anniversary Weekend resulted in a significant slip on Glenvar Road. The Corridor upgrade detailed design is to be updated to incorporate the remedial works.
Mid 2023 - The AT Board approved AT's Capital Investment Programme FY23/24. The planned capital investment for 2023/24 will decrease by 10.8% from that planned in the RLTP, resulting in AT pausing works on some capital projects including the Glenvar Road and East Cost Road Corridor Improvements project.

Project updates

October 2023

Detailed design of the corridor improvements is complete however a section of the design (between East Coast Road and Fitzwilliam Drive) will need to be updated to incorporate the remedial works completed October 2023.

The AT Board approves AT’s Capital Investment Programme FY23/24, resulting in AT pausing some capital projects including the Glenvar Road East Coast Road corridor improvements project. AT will evaluate funding and capital expenditure through the year, and should additional funds become available AT will review the timing of this project in partnership with elected members.

Glenvar Slip Repair Update - October 2023

Part of the road between East Coast Road and Fitzwilliam Drive was damaged during the Auckland Anniversary Weekend. It was closed after geotechnical experts advised further slips could put property and lives at risk. The works were completed on 13 October 2023.

Thank you to all who live, work and visit this area for your patience. It was a complex repair but the road is now safer and more resilient to future weather events. The top end is wider than before, has 300m of kerb and channel, improved drainage, fences, a new safety barrier and a new footpath on the south side.

June 2022

We’ve made further amendments to the original design. The new design keeps 2 traffic lanes in each direction and the separated cycleway and footpath improvements we originally proposed.

March 2022

We have awarded the detailed design contract to AECOM. A team of designers, geologists, ecologists and engineers will begin a complex programme of work to develop a detailed design of the improvement work we plan to undertake.

November 2021

Funding of $2.7 million from the Regional Land Transport Plan is approved by Waka Kotahi NZ Transport Agency for the pre-implementation phase (detailed design and associated works).

We will now begin a tender process for partners to conduct the detailed design for the upgrades. That process will close in February 2022.

July 2021

We have analysed all the public feedback, updated and completed our business case for initial funding from the Regional Land Transport Plan for the Glenvar Road improvements.

The business plan has been submitted to Waka Kotahi NZ Transport Agency to request funding so we can proceed to the detailed design stage of the project. Thank you to those who submitted feedback.

Feedback closed 8 December 2019.

Thank you to everyone who provided feedback on the proposed improvements. We received 420 submissions which are now being read and analysed. We will create a public feedback report which summarises the feedback received and provides responses to the issues and questions people have raised.

We expect to publish this report within the next 3 months. We will let you know when the report is available.

Auckland Transport is proposing to improve safety and traffic flow on sections of Glenvar Road and East Coast Road in Long Bay and Torbay.

Project details

We developed the improvements based on an assessment of what will provide the greatest benefit to a growing community while staying within the available budget. We also took community requests on board and built on knowledge gathered from similar investigations and public feedback in 2012 and 2019. We investigated and rejected other options based on several considerations, including the available budget.

We requested community feedback on the proposed improvements from 8 November to 8 December 2019 and received 420 submissions. You can read detailed information on the feedback received and our responses to the issues raised in the public feedback report.

After considering all feedback received we made some revisions to the proposed design:

1. Remove the raised central median (raised barrier at the road's centre) on East Coast Road, between Glenvar Road and Glamorgan Drive.

Instead, we will place a flush median strip (a section of white diagonal lines painted in the centre of the road) with up to 3 raised pedestrian islands.

Next steps

The project is nearing completion of detailed design however is currently paused as a result of the AT Capital Investment Programme FY23/24.

We acknowledge this is disappointing for many including residents, Hibiscus and Bays local board and all those who have supported the project including the project team and utility partners. However this decision responds to the big priorities Aucklanders have shared with AT and we believe delivers the best return on investment in the current economic environment. AT will evaluate funding and capital expenditure through the year, and should additional funds become available AT will review the timing of this project in partnership with elected members.

Our key next steps are:

Complete the detailed design incorporating the remedial works on Glenvar Road completed in October 2023.
Apply for and obtain required consents.
Consider internal reviews and audits of the design.
