Proposal update
Construction will start in mid-May 2024. We will be resurfacing the road at the same time to reduce future disruptions.
Proposal outcome
In May 2022, we proposed changes to improve pedestrian safety in Kumeu by installing a raised zebra crossing outside 194 Matua Road.
After carefully considering the community feedback about their desired pedestrian line, we are proceeding with the following changes to the proposal:
- Install a new raised zebra crossing that meets the current safety standards, in front of 172 Matua Road, nearer to the intersection of Larmer Drive and Matua Road, to tie into the walkway accessed by school children. We had a lot of feedback about the steepness of ramps, for that reason, we’ve made some changes to make sure the approach ramps at all our crossings are gentle.
- Install tactile pavers at the approach of the crossing. These are yellow guidance paving markers that help the visually impaired find their way to the crossings.
- Install belisha discs which are orange- coloured discs that provide additional visibility, especially at night.
- Paint broken yellow lines (no stopping at all times) to improve visibility near the crossing between drivers and pedestrians. This would result in removal of 14 parking spaces. We understand that removing parking can be inconvenient, so we have minimised the removal as much as possible, while also ensuring the safety of all road users.
- Install signage to inform approaching drivers of the raised crossing.
- Improve the driveway of property 167 Matua Road to provide safer and easier access when entering and exiting the driveway
These works will help support our Vision Zero goal.

What happens next
We anticipate the proposed changes will be constructed by April 2024. However, if there is any change to the programme, the webpage will be updated accordingly.
Community feedback
Thank you for helping us make better decisions for your neighbourhood, informed by your local knowledge. We received a significant amount of feedback from the community about this consultation, with many respondents telling us that the changes would improve safety for children. A summary of the additional comments and queries we received, and our responses to them, is below.
Location of Proposal
- Request to move the crossing further up Matua Road to be nearby the walkway often used by school children.
As a result of public feedback, this proposal will be moved closer to the intersection of Matua Road and Larmer Drive to tie into the footpath going through property 169.
Traffic Congestion
- Concern that the proposal being near the intersection would cause traffic congestion.
We expect that the proposal will create minimal delays to traffic and maintain the same level of service to motorists while providing a significantly safer crossing facility for pedestrians.
Raised Zebra Crossing
- Request to just have a painted zebra crossing and not a raised one as many heavy vehicles use the road, painted crossing will be less expensive and can be done sooner.
The purpose of raising the zebra crossing is to significantly improve safety for everyone. It will encourage lower driving speeds, as lower speeds mean less harm will be caused to people in the event of a crash. It will also raise crossing pedestrians to eye-level of approaching drivers, making pedestrians more visible to approaching drivers.
Speed Calming
- Request for more speed humps on Matua Road due to speeding vehicles.
This area will continue to be monitored after the installation of this crossing. If further speed calming measures are needed, we will be able to investigate at that time.
Miscellaneous
- Concern that the proposal will cut down trees along the road.
This proposal does not involve any tree removal.
- Request to make another crossing outside 169 Matua Road. Concern about the near misses on the road outside the reserve.
This area will continue to be monitored after the installation of this crossing. If further speed calming measures are needed, we will be able to investigate at that time.
- Request to divert budget to SH16 and Coatesville-Riverhead Highway.

We are proposing to improve pedestrian safety in Kumeu by installing a raised zebra crossing outside 194 Matua Road.
We are proposing to:
- Install a new raised zebra crossing that meets the current safety standards in front of 194 Matua Road. The crossing will be raised on a speed bump with a flat section in the middle where people can walk across the road.
- Install tactile pavers at the approach of the crossing. Tactile pavers are yellow guidance paving markers that help the visually impaired find their way to the crossings.
- Install belisha beacons, or orange-coloured discs, to provide additional visibility especially at night
- Paint broken yellow lines (no stopping at all times) approaching and at the corner of Matua Road and Gilbransen Road, which will remove 15 parking spaces. This is to improve visibility between drivers and pedestrians waiting to cross the road.
- Install signage to inform drivers of the raised crossing.

Customers have asked us to make it safer for pedestrians to cross this road. The proposal will also improve driver visibility when approaching the joint and guide them to slow down and give way to pedestrians crossing.
