Proposal outcome

In November 2022, we proposed changes to improve road crossing safety for pedestrians by raising the existing zebra crossing at 280 Centreway Road outside Ōrewa Beach Primary School. After reviewing all the feedback we received, we are proceeding with the works as proposed.

These works will help make it safer for pedestrians, particularly school children, to cross here and will support Tāmaki Makaurau Auckland’s Vision Zero goal.

What happens next

We anticipate the changes will be constructed between August 2023 and June 2024. We will be in touch with local residents and affected stakeholders prior to any construction taking place.

Raised Crossing

  • Concern regarding installing unnecessary additional lighting at the crossing as no pedestrians use this crossing at night.
    Thank you for raising this concern with us. When considering installing street lighting, we follow standards that aim to minimise light pollution and consider the effect they will have on neighbouring properties.

    Sufficient lighting at the crossing is important so that pedestrians crossing the road can be clearly seen at all times, especially since pedestrians have priority to cross here.
  • Concern regarding unnecessary spending to upgrade the crossing if there have been no recorded accidents or deaths at this location. Request for information: how many people have been injured or killed at this crossing?
    While there haven’t been any crashes at this crossing that resulted in injuries, a location’s crash history isn’t the only factor we consider when proposing to install a raised crossing. We proposed these changes on Centreway Road to proactively keep pedestrians, many of whom are school children, safe, rather than taking action after someone has died or have been seriously injured.

    Raised crossings are an effective way of slowing vehicles down to 30km/h or less. This significantly reduces the risk of a death or serious injury when an accident happens.

    Research from various road safety organisations, such as Austroads and the International Traffic Safety Data and Analysis Group (IRTAD), shows that a direct impact speed of 30km/h is the maximum a healthy human body can withstand without sustaining serious life changing injuries. Research also indicates that the death risk is about 4 to 5 times higher in collisions between a car and a pedestrian on foot at 50km/h compared to the same type of collisions at 30km/h.

Repairing Road Infrastructure

  • Suggestion to divert funding to fix the footpaths from Florence Avenue to Eaves Park as they are broken and unsafe. Suggestion that funding would be better spent on roadworks including fixing potholes and car parking in Ōrewa.

    This project uses specific funds to improve pedestrian safety and promote safer speeds. Delivering this project won’t impact future maintenance works or other changes.

Road Safety

  • Concern there are too many unnecessary speedbumps in the rear side roads and people rarely speed in this area.
    We appreciate there are already several speedhumps in the area. The existing speedbumps in the surrounding area help create a safer, low-speed environment.

  • Concern that vehicles park outside of 185 Centreway Road on the broken yellow lines, obstructing the view of people crossing and blocking driveways.
    Thank you for raising this with us. We have found the most effective way to address illegal parking is with help from the public reporting the matter as and when it is happening.

    Please contact our Parking Compliance Department on 09 355 3553 whenever you face an illegal parking issue. This will allow us to dispatch a parking warden to the advised location. We can only take action against an illegally parked vehicle if one of our parking wardens witnesses this at the time of offence.

Other

  • Suggestion that funding would be better spent on improving facilities in the community such as public toilets.
    Thank you for raising concerns about the public facilities in the area. The funding for this project does not affect any potential improvement to these types of public facilities. We suggest reporting this problem to Auckland Council.
  • Concern that the bus stop markings opposite the school are not painted.
    The bus stop opposite the school, outside 185 Centreway Road, is marked on the road. However, this bus stop was not illustrated with yellow lines in the proposal drawing.

    As part of this proposal, we will be painting new yellow markings outside the school at 280 Centreway Road to formalise this existing bus stop.

We're proposing improvements in your area

As part of Auckland Transport’s Safe Speeds programme to improve pedestrian safety and promote safer speeds, we are proposing to upgrade the raised zebra crossing outside of Ōrewa Beach Primary School. This proposal is part of our plan to support safe speeds near schools.

We are proposing to:

  • Raise the existing zebra crossing outside 280 Centreway Road, Ōrewa to slow motorists to a safe speed at the crossing point and increase pedestrian visibility.
  • Install tactile pavers at the crossing point. These are yellow guidance paving markers to help visually impaired people to find their way to crossings and safely across roads.
  • Reconstruct the kerb to provide a smooth transition from the footpath to the raised crossing.
  • Install new streetlights next to the raised crossing to improve visibility at night.
  • Paint new road markings and install new signage to support the changes.

Benefits of a raised zebra crossing at this location, where many school children cross, include:

  • Elevating pedestrians, especially children, to be at eye-level of approaching drivers. This will help make pedestrians who are crossing the road or waiting to cross more visible to drivers from a distance.
  • Making crossing at this location more comfortable for everyone, especially people with prams and wheelchairs as the raised crossing will be level with the footpath.

These improvements will remove one on-street parking space next to the raised crossing. We understand removing parking can be inconvenient, so we have minimised the removal of parking as much as possible,
