In March 2023, we proposed changes to improve parking availability in Campbell Drive, Warkworth.

After thoroughly reviewing all the feedback we received, we are proceeding with the work as proposed.

Residents have let us know that these changes would:

  • Make Campbell Drive safer as all day parking on both sides of the road is dangerous for drivers and pedestrians as the road is too narrow, particularly near the Woodcocks Road intersection.
  • Improve traffic flow in the first half of Campbell Drive.
  • Provide more access to short term parking.
  • Provide more access to parking for residents during school hours.

Residents have also provided some suggestions and concerns about the proposed changes. A summary of this feedback and our responses are below:

  • Concern that these changes will cause congestion in the upper half of the road.

We understand the community’s concern regarding this issue. While these parking restrictions may result in vehicles parking further along the road, this could spread the parked vehicles out along the length of the road which may result in less congestion overall. There are over 50 spaces at the end of the road (from number 16 to the end of Campbell Drive and including Wickens Place). When we visited this area, we found that not many vehicles park at the end of the road.

After the restrictions have been put in place, we will monitor this area and visit to check the parking occupancy levels. If the parking area is regularly fully occupied (over 85% occupancy), further interventions may be considered.

  • Concern that applying restrictions along one side of the road will encourage people to park too close on the other side, not leaving enough space for people to safely reverse out of driveways.

Parking too close to a vehicle driveway is illegal, as outlined in the New Zealand Road Code. Enforcement is an effective tool to encourage changes in parking behaviour. Please contact us on (09) 355 3553 with vehicle details to request parking enforcement if a vehicle is blocking your access.

  • Suggestion to paint lines on the side of the road without parking restrictions to mark out where people can park safely.

The responsibility to park safely lies with the driver of the vehicle, therefore, limit lines will not be installed unless there is a history of infringements.

  • Concern that the P120 time limit is inadequate for visitors.

A two-hour restriction is suitable for most visitors. Those requiring longer than two hours can park in the remaining unrestricted areas. If the restriction time is longer all-day parkers may just move their vehicle to avoid an infringement and continue to park in the area. This can defeat the object of having a restriction.

  • Suggestion to install parking restrictions along both sides of the road.

While this may suit most visitor’s needs, some residents and visitors may still wish to be able to park on the road unrestricted.

  • Suggestion to consider alternative solutions first as the proposed changes will only result in vehicles parking further up the road.

This proposal provides the best balance for those living in the area and for those visiting.

Alternative solutions considered:

    • Residential parking scheme - this area does not qualify as all properties have off-street parking.
    • Shorter time restrictions – these do not allow visitors enough time.
    • Longer time restrictions – drivers may return to the vehicle and move it (but stay in the area).
    • Parking removal – this was considered but it can lead to increased vehicle speeds and is often not supported by residents.
    • Two-hour restrictions for both sides of the road - some residents and their visitors may still wish to be able to park on the road without restriction.
    • Restrictions to the end of the road - time restrictions are often not supported by the majority of residents where there is less of a parking problem. If the parking area is regularly fully occupied, interventions may be considered.
    • Suggestion to extend restrictions to the top of Campbell Drive to address the high student parking demand along the entire road.

  • Suggestion to widen the road.

We are committed to an approach to manage parking and its supply that is sustainable in the long term. Therefore, our focus is on promoting the efficient use of the existing public parking resource in the first instance.

The benefits of increasing the existing public parking supply or widening the road need to be weighed against the considerable consenting, capital and operational costs that it would incur. Wider roads can lead to increased vehicle speeds.

Parked vehicles on both sides of the road can require vehicles to manoeuvre around them in a zigzag fashion and operate in a similar manner to chicanes. This promotes a slow speed environment which is an advantage.

Time restrictions may help ease the congestion at college drop off and pick up time as the restricted spaces are less likely to be fully parked out by all-day parkers.

We're proposing improvements in your area

Residents have let us know that it’s often difficult to find parking on Campbell Drive, Warkworth. In response we are proposing to install P120 parking restrictions to improve parking availability.

We are proposing to:

  • Install P120 parking restrictions along the western side of Campbell Drive, from property 4 – 16. The proposed P120 restrictions would only apply between 8am and 6pm, Monday to Friday. This will affect approximately 21 parking spaces.

How this will benefit your neighbourhood

The proposed changes aim to improve parking availability. We are proposing a P120 restriction as it generally provides enough time for service providers (like tradespeople) as well as visitors to the area.

We understand that restricting parking can be an inconvenience, so we’ve ensured that residents would still be able to park outside number 4 - 16 on weekdays overnight and all day during the weekend.

Also, as the proposed parking restrictions apply to the western side of the road only, there would still be unrestricted parking available along the eastern side of Campbell Drive and further down the road.
